Updated issue title, because these files are no longer stored in .svn/text-base/, they're stored in .svn/pristine/.

(Also, the .svn/ dir is now only at the top of the working tree, instead of one .svn/ dir per working tree directory, but that needn't affect the title of the issue.  However, it might be relevant to some of the older comments in this rather old issue.)
