Apache does not write to error-log

Do all of the symtpoms happen when Cronlog is out of the picture?

Note that there are some common "errors" which are not normally logged,
because they are expected situations and happen very frequently.
What is LogLevel set to?  What are the http response codes seen in 
access_log which don't seem to have a corresponding error_log entry?
