This is a [meta] bug, placeholder for other tasks. The overall goal here is 

1) Unify all the config formats into one (TBD).

2) Allow for much better control over "VirtualHosts", such that remap.config styles with many plugins etc. doesn't become such a mess.

3) Better functionality / flexibility.


We should write down the design plans on a Wiki, but mark all task bugs as this parent.
