Inside _ConnectionQueryServicesImpl.ensureTableCreated()_, we modify the table descriptor with

newDesc.setValue(HTableDescriptor.SPLIT_POLICY, MetaDataSplitPolicy.class.getName()), however we already have this mentioned in the create statement DDL for system tables, so we can remove this.
