Suppose I file an ICLA for Jane Doe in jane-doe.pdf. Then suppose I get another ICLA from someone else named Jane Doe, but she uses GPG and is thus filed as jane-doe/icla.pdf and jane-doe/icla.pdf.asc. These two logically conflict, so I'd expect Whimsy to try to prevent this like it does when both Janes submit just a pdf.
