rpcrouter.jsp not in soap download file
The documentation on http://xml.apache.org/soap/programming.html talks about
a rpcrouter.jsp that should be located in the webapps directory found in the
soap download archive. The 2.0 archive has no such file. Am I
misunderstanding something?

Its been replaced by RPCRouterServlet.
