Draft for OOZIE-848 implementation details

Hi,

I have put together a brief design draft for my work on OOZIE-848 Bulk Monitoring API for Oozie jobs. Attaching it here (Also uploaded with the JIRA). Comments/suggestions are welcome while I work on developing this feature.
