[BEAM-10994] Add hotKeyLoggingEnabled to the Java DataflowPipelineOptions (#12983)
* Add hotKeyLoggingEnabled to the Java DataflowPipelineOptions
This will ultimately control whether or not the literal hot key content
is logged to Cloud Logging.
* getHotKeyLoggingEnabled -> isHotKeyLoggingEnabled
