Added the AbstractSubscriber using reflection to determine the correct inform overload to call.  Also added a monitor interface to monitor errors in making these calls.  This is all within the frontend's common API.

Description:
The notification pattern needs to use a way to route events to
event type specific inform methods without downcasting.  We add
an abstract Subscriber class to do this.
