How to handle code donations?

Hi folks,

Regarding Virtuoso support I contacted Enrico Dag (see [1]).

He indicated his intention was always been to donate his Virtuoso
TcProvider, but never followed up on it. I proposed to do the follow up
but before I do I wondered if there are any procedures to follow?
