DO NOT REPLY [Bug 56375] no link "Submit an issue" in front page or support

There should be a link "Submit an issue"
(http://qa.openoffice.org/issue_handling/pre_submission.html) or "Report a bug"
in either front or support page. Now I found it only via Sitemap. Of course,
when you login you see it, but it should be easily findable by not logged in
users also.
