[shale] Maven groupId changing from struts to org.apache.struts.shale

We currently have snapshots of Shale deployed to
cvs.apache.org/maven-snapshot-repository using groupId 'struts'.

Recent discussions on repository@ about cleaning up the Maven
repositories have resulted in our being asked to move everything under
org/apache/struts.  They would like the groupId to reflect PMC
oversight, and not necessarily the Java package name.

I'm going to deploy new snapshots under groupId
'org.apache.struts.shale' which will produce the following directory
structure in the Maven 2 snapshot repo (and eventually on ibiblio once
we publish a release there):

   org/apache/struts/shale/shale-core/1.0.1-SNAPSHOT/...
   org/apache/struts/shale/shale-spring/1.0.1-SNAPSHOT/...
   ...

I'll also coordinate with MyFaces as they'll need to change their
dependency on the test framework.
