I have two patches up for [3.0|https://github.com/belliottsmith/cassandra/tree/backport-injvm-dtests] ([CI|https://circleci.com/workflow-run/e1815b4b-6cb2-41d6-accb-6ac82c9f0e03]) and [3.11|https://github.com/belliottsmith/cassandra/tree/backport-injvm-dtests-3.11] ([CI|https://circleci.com/workflow-run/da4ad62b-e043-495b-879d-8bcf17f6b0bf])

I have removed the incompatible bundled DistributedReadPathWriteTests tests, but of the remaining one is flakey on 3.0.  I will investigate why, in case it is framework related.

These patches include a backport of CASSANDRA-14815 (SEP shutdown) and CASSANDRA-14821 (the dtests themselves).  We will want to incorporate all of [~jolynch]'s great work on CASSANDRA-14922 as well, once it's completed (so I've only ensured we are leaking threads similarly to pre-14922 on trunk).
