Adding as a blocker so we consciously decide whether to fold the CDCR functionality if there's a Solr 5.5. 

The code is all in trunk (6.0). If 6.0 is released relatively soon, we don't need to back-port this functionality, especially as it fits in the "major new features" category and is appropriate for a major release.

If we do elect to back-port, the linked JIRAs should be back-ported too.
