The modified behavior is caused by the fix for issue 118840.  The new behavior
may even be "works as designed" (see comment 36 of issue 118840).

But regardless of whether we see this as bug or feature, I am not sure that
there is a simple way to fix this.  For the past few days I looked into a
related bug and have discovered that you need a very deep knowledge of the
chart code to make any changes that don't break anything else.

Furthermore we first have to come to a clear understanding of the desired
behavior.  As said above, the new behavior can be interpreted as a feature, not
a bug.
