The UI when stack is 1.2/1.3, the following properties when creating a cluster in the UI:
hdfs-site/dfs.hosts
hdfs-site/dfs.hosts.exclude

In Hadoop1, NN seems to ignore loading the files specified if they in fact do not exist on the filesystem. Hadoop2 is throwing exception that files are note found.
