Updated and rebased patch.

bq. Looks like some stuff got mixed up. Dot file used to be in dir 0 but now is random. And multiple places are doing random selection for debug artifacts. Perhaps we should pick one location and have others use that location.
Moved this back to the existing behaviour where a couple of files are generated to random directories. Will create a follow up to ensure they're all in the same dir.

bq. Will context.getUser()) always equal USER/USERNAME in the env?
For local mode, yes - where this is relevant.
