As described in [https://cwiki.apache.org/confluence/display/FLINK/FLIP-148%3A+Introduce+Sort-Merge+Based+Blocking+Shuffle+to+Flink.] shuffle IO scheduling is important for performance. We'd like to Introduce it to sort-merge shuffle first.
