Update on budget request and next steps

Hi Folks,

I want to close the loop on the budget request we made to the board, two of
the three items we requested were approved:

1) Survey Design - $35k
We'd like to hire a professional in order to redesign and improve our
current contributor survey. The goal is to produce quantitative data of the
current status of diversity and inclusion in the foundation. The
improvements would be define before starting the project.

2) Contributor Experience Research - $35k
We'd like to commission a user research to assess the experience that
individuals from under represented groups have when interacting with Apache
projects. This will provide a qualitative analysis of the current status of
D&I in the foundation, completing the quantitative work from item 1)

The Outreachy request was put on hold and, as you are aware, there are
conversations and work happening about it.

Let's not forget about the two approved projects that will also help us get
a better understanding of our current status on D&I.

Next Steps:
I will create design documents for both items so we can collaborate on the
scope of each project and will share them in their own email thread. I will
also open 2 Jira ticket to track vendor options for the projects.
