Nevermind. The default m2 ejb plug-in has a bug.
Building the plug-in from Subversion source code work.
Essentially, get a copy of Subversion for Windows.
% svn co https://svn.apache.org/repos/asf/plugins/trunks maven-plugins
% chdir maven-plugins\maven-ejb-plugin
% mvn install
And you're done.
PS: I want to pass the archive (maven-ejb-plugin-2.1-SNAPSHOT.jar)
to other developers in my team, who probably will need it.
Is there a standard maven method for this process?

Is it possible to get the JAR file (maven-ejb-plugin-2.1-SNAPSHOT.jar)
from my local repository and tell the other developers to do a 3rd

Yes, tell them to download from SVN and "mvn install" it. ;-)
Or... if you have a corporate repo (configured in pom with snapshot =
true), you could put the snapshot there and their Maven2 should
download and use it the next time Maven updates itself or you run "mvn
-U".
