**Describe the bug (描述bug)**
I import brpc in a bazel repo, first it said lack of crc32c, leveldb, snappy, zlib and some config file, it also need add some condition config to avoid bazel/config not found problem, after I fixed these problem, meet a compile error, how to fix this problem?

brpc itself can be compiled successfully, but imported as an dependency failed
