obj.conf -- auto generated file

When, where, and how would I set "shlib" to /lib:/usr/lib  would this be 
the format shlib="/lib:/usr/lib" and where would I set it? Where is the 
regular obj.conf file?
This is the value of shlib that is currently generated in 
conf/auto/obj.conf:
