On line 91 in src/jakarta-tomcat-catalina/webapps/docs/manager-howto.xml it
should say something about finding the initial effective manager.xml context
config file in $CATALINA_HOME/conf/Catalina/localhost/ 

This manager.xml is installed by the initial tomcat-5.0.12 installation, at
least in the linux tarball, and it overrides any manager.xml which I put in
appBase, at least for localhost.
