I ran into this bug today.  I was able to figure it out and add the relevant jars to my classpath.  

Might I suggest that you add a quick note to the download page, and/or https://jena.apache.org/documentation/fuseki2/fuseki-run.html#fuseki-as-a-web-application, 
noting that the 2.4.0 war is missing the files?    perhaps simplest to link to this bug.
