Manager webapp not reloading context

I'm using the manager web app (either the HTML version, or the regular manager)
to reload a context afer changes to classes.  reloadable is set to true for 
this context in server.xml.
When I call reload on the changed web app, the manager hangs indefinitely.  
All other manager functions work, and reload works for all unchanged web 
apps.  There doesn't seem to be any errors in the logs, and I can reload the 
context by stopping and starting Tomcat (but this is obviously non-optimal for 
a production box!)
