[PR] [Doc-18277] Clarify tenant boundary for external data permissions [dolphinscheduler]

KaiSong-UK opened a new pull request, #18417:
URL: https://github.com/apache/dolphinscheduler/pull/18417

   ## Description

Clarify that DolphinScheduler tenants are Linux execution identities and should not be treated as fine-grained permission principals for external data systems.

   ### Changes
   - Added Tenant and External Data Permissions section to English security docs
   - Added corresponding section to Chinese security docs

   ### Motivation
Users often misunderstand the scope of DolphinScheduler tenants, leading to security misconfigurations where they assume a tenant alone grants access to external databases or object stores.

   Closes #18277
