[PR] Eliminate getCurrentContext() call in PolarisAuthorizerImpl [polaris]

CallContext.getCurrentContext() needs to be deprecated to enable move away from thread local. This PR removes the getCurrentContext() by passing callContext as an arguments to the functions.
NOTE: since this is in polaris-core, we avoided using the CDI to inject callcontext
