The jetty version in Oozie is 9.3.27: [https://github.com/apache/oozie/blob/master/pom.xml#L110] 

There are a few breaking changes in the 9.4 line, so it's not enough to just bump the version we need code change (using SslContextFactory.Server).  There is already a Jira for that: OOZIE-3599
