BundleContext properties

Is it possible to configure bundle context properties using fileinstall?
What's the best/easiest way to pass in bundle context properties? Is it
confg/config.properties?

The spec doesn't define a standard way to set bundle context properties.
For the Felix framework, if you want to do so, you should use
conf/config.properties.
