   Did you manually create `ns1`?   The only namespace that exists by default is named `default`, and the only tenant that exists by default is named `public`.
   
   Also where did you see `persistent://sample/standalone/ns1/my-topic` ?  This is an old style URL, the new style is `persistent://<tenant>/<namespace>/<topic>`, so e.g. `persistent://public/default/my-topic`
