1.3.2 release broke repositories.loca =
---------------------------------------

                 Key: BUILDR-115
                 URL: https://issues.apache.org/jira/browse/BUILDR-115
             Project: Buildr
          Issue Type: Bug
          Components: Core features
    Affects Versions: 1.3.2
Environment: Ubuntu 8.04, with rubygem 1.2.0 and ruby 1.8.6-p111
            Reporter: Hemant Kumar

buildr 1.3.2 broke repositories.local = , i think.

Above setting takes place, way lower down in build order and hence doesn't work properly.
