qpid can use command-line arguments, environment variables or a config file using boost::program_options.
Config file is "name=value" lines. Actually its INI format, so we can have groups with [groupname] but we don't use that.
Future config formats can be handled by writing a new boost::program_options parser.

> See QPID-197 regarding consistent C++/Java configuration.
> Investigate http://www.boost.org/doc/html/program_options/tutorial.html
> It looks flexible (command line, env vars, config files, extensible with custom parsers) and we already depend on boost.
