How to start contributing to CXF

Dear Team,
I have enrolled to list for some time now and see issues/votes/roadmaps from time totime.
How can I contribute to CXF development or any issue resolution.
Does it require any permissions and/or privileges for doing so.

If you plan to become a committer then like Sergey wrote submitting 
patches is the most effective way. Ideally simply fix problems you have 
yourself or add features you need.
This way working on cxf is also a win win situation for your employer.
