Content of the NOTICE file is not apt

Hi Team,

The line in the NOTICE[1] file:

*This product includes software developed by*

should be

*This product includes software developed at*

as per the ASF Source Header and Copyright Notice Policy[2]. Though small
but it changes the meaning.

Should I create a Jira and fix it?
