[Axis2] "urn" in soapAction of version WSDL

Hi,

In the WSDL of version service, we could find this line.

<soap:operation style="document" soapAction="urn:getVersion"/>

I wonder where "urn" refer to ?
There is no namespace linking with "urn" in this WSDL.

Any comments will be appriciated :-)
