[PR] fix(runtime): deliver per-turn execution context [maka]

Astro-Han opened a new pull request, #5740:
URL: https://github.com/apache/maka/pull/5740

   ## Summary

Native Agent turns currently lack a shared environment/time snapshot, and Host prompt composition drops plugin `contexts` before they reach the model. Forward those contexts and append a Runtime Host snapshot with the Session cwd, platform, UTC sampling timestamp, and Host time zone. The existing active-model and role instructions remain the identity authority.

The timestamp belongs to one turn execution and stays fixed through its tool steps and retries; a subsequent or recovered execution samples again. Request-only context is appended after history reconstruction so compaction and overflow recovery cannot discard it. It does not enter durable conversation history or change the system prompt prefix. No periodic refresh, background timer, storage migration, or external-executor behavior is introduced.

   ## Verification

   - Runtime and Runtime Host builds and typechecks; repository format and lint: passed.
   - Runtime backend, mid-turn compaction, Responses wire, and Responses continuation files: **338 passed**.
   - Host execution-model composition file: **36 passed, 2 failed**. Main-session requests across turns/compaction, WorkHub cold recovery, Agent Graph, and bounded child requests pass. The two failures also reproduce after replacing the changed production modules with the unchanged `835112108` source in the same checkout:
     - `production Host executes Bash against the current live sandbox boundary`: expected `write-allowed.txt` is absent.
     - `production Host publishes and retires an implementation child patch`: turn settlement times out.
   - Regression checks failed before the fixes for Host context forwarding and environment delivery through compaction. Removing the turn-owned timestamp makes the child/tool-step snapshot consistency check fail; restoring it passes.
   - Extended existing scenarios without adding test environments or deleting existing behavior coverage. The Graph provider fixture now distinguishes the Host snapshot from an actual user request.
   - No full-repository tests or local E2E run.

   ## AI use

   - [ ] No generative tool made a substantive contribution
   - [x] Generative tooling made a substantive contribution

Tool(s) and scope: Codex implemented the changes, extended regression coverage, and ran validation.

   ## Checklist

   - [x] Tests cover the change and fail without it
   - [ ] Lint, format, typecheck and the affected suites pass locally

Does this PR entail a change in behavior?

   - [x] Yes — described under Summary above
   - [ ] No
