[users@httpd] Having problems with MAKE on apache 1.3.27

Greetings,
I'm having problems getting the MAKE to work  on apache - this is what
happens

# /usr/ccs/bin/make -f Makefile
===> src
make: Fatal error: Don't know how to make target `all'
Current working directory /opt/apache_1.3.27/src
*** Error code 1
make: Fatal error: Command failed for target `build-std'
Current working directory /opt/apache_1.3.27
*** Error code 1
make: Fatal error: Command failed for target `build'
