[resources] [PROPOSAL] mavenization

i've now fixed up the maven build.

if no one registers an objection, i'll add myself to the committers for 
commons-resources, commit the changes, generate a mavenized build.xml 
(after renaming the original) and then deploy a fixed version of the maven 
generated web site.
