Yes, this seems like restrictions carried over from the cvs=people days.  I've changed it to

User-agent: *
Disallow: /builds
Disallow: /repo
Disallow: /repository
Disallow: /dist

I don't see any particular reason to disable access to other stuff including the /~ user directories.
