Update the version of ec2-api-tools and Amazon's WSDL (SOAP)

EC2 API version being supported by CS AWSAPI is updated from 2010-11-15 to 2012-08-15.
With this change the ec2-api-tools used for executing the EC2 SOAP API's will be of version 1.6.2.0 and this version of the tool can be found at http://s3.amazonaws.com/ec2-downloads/ec2-api-tools-1.6.2.0.zip.
CS AWSAPI feature will now comply Amazon's WSDL version dated 2012-08-15 and is available at http://s3.amazonaws.com/ec2-downloads/2012-08-15.ec2.wsdl.
