- enhanced recipe "value out of range"
- added recipe "Use a config file for filter range specification"
- added recipe "Adaptable Filter Range"
- added SimulatedTemperatureSensor to samples in incubator-quarks repo.  it's used by those two new recipes.

> Use of a Range simplifies the code a bit.  I can also avoid mistakes if one's code "duplicates" the expressions for a particular range in multiple places.
