   ### What happened
   
   When launching a new version of the application it tries to import the settings from the previous version.
   I'm using a link/icon on the desktop (Quick Launch Bar) on Windows 10 which is configured ot start the application (netbeans64.exe) window in "maximized" execution mode.
   This seems to cause some trouble with the import wizard dialog.
   It opens up maximzied, but nothing is displayed. Only the title bar of the window gives a clue that the import is running (kind of).
   After a few seconds the window closes automatically but the IDE is not starting.
   Another click on the link/icon reproduces the same behaviour until the configuration of the link/icon is changed to "regular" / "normal" execution mode.
   
   Unfortunately no log is written and no error is displayed.
   
   ### How to reproduce
   
   Previous application version is required to be set up correctly.
   Create a desktop link/icon to the new application version ("C:\Programes\Netbeans\bin\netbeans64.exe") and set the execution mode to "maximized".
   Double click the desktop link/icon.
   
   ### Did this work correctly in an earlier version?
   
   Apache NetBeans 12.3 or earlier
   
   ### Operating System
   
   Windows 10 (64bit)
   
   ### JDK
   
   1.8.0_201; Java HotSpot(TM) 64-Bit Server VM 25.201-b09
