According to HDFS-15289, the default mountable loader is {{[HCFSMountTableConfigLoader|https://github.com/apache/hadoop/blob/4734c77b4b64b7c6432da4cc32881aba85f94ea1/hadoop-common-project/hadoop-common/src/main/java/org/apache/hadoop/fs/viewfs/HCFSMountTableConfigLoader.java#L35]}}. 

In some scenarios, users want to implement the mount table loader by themselves, so it is necessary to dynamically configure the loader.
