I noticed two code blocks that can be improved in ContainersMonitorImpl.java.  cpuUsagePercentPerCoreByAllContainers and cpuUsageTotalCoresByAllContainers track the same value and CHANGE_MONITORING_CONTAINER_RESOURCE is checked twice along with two calls to changeContainerResource.
