Right now, we do not load the value of this value at all (https://github.com/apache/spark/blob/master/sql/hive/src/main/scala/org/apache/spark/sql/hive/HiveSharedState.scala#L35-L41). Let's maintain the backward compatibility by loading it if spark's warehouse conf is not set.
