Why not 1.5 series – it does not break anything from the user perspective.

Meanwhile, Microsoft has done this 2.x to 12.x upgrade across the board on all platforms – I think it would be good for NiFi to make the transition sooner rather than later unless there are very compelling arguments for holding back.
