replacing commons-cli jar in repository

as per
http://mail-archives.apache.org/mod_mbox/jakarta-commons-dev/200507.mbox/%3c1122842088.26558.42.camel@knossos.elmet%3e i am going to replace the current (unofficial misnamed snapshot) jar in the repository with the official release of the same name. the official release will be signed and summed.

sorry for an inconvenience this may cause.
