Review-Then-Commit conventions

Can we have the convention to preface the subject with [RTC] ?

+1, I like the idea of RTC, it has good benefits:

   1. Guarantees the quality of code.
   2. Guarantees the effeciency of the solution.
   3. Guarantees the distibution of knowledge among team.
