Exception in thread "main" java.lang.NoClassDefFoundError: web

hi, 
i just installed the Ant1.5.1 and I am using Windows
XP professional..
Also, I set the ANT_HOME to c:\ant
and the path to : %ANT_HOME%\bin

Exception in thread "main"
java.lang.NoClassDefFoundError: web

but i am getting this exception...so weird...can
anybody have any idea why?
