URI with Multi-Byte characters are not handled appropriately by tomcat.When 
application is deployed to tomcat and the application has multi-Byte 
characters and when the application is launched, the HTTP Status 404 error 
comes up.This after changing the encoding to UTF_8 in web.xml and URIEncoding 
to UTF-8 in server.xml for connector tags.
